Khalil is the co-Founder of GI4T, a Tunisian independent think tank that works on democratic transitions. He was part of the team that launched HuffPost Maghreb in Tunisia, Algeria and Morocco. He founded AVERTI and Touensa which develop programmes on issues of citizen awakening.
